Utah is the eighteenth state beyond California, the same MBE bank, MEE outlines, MPT workspace, and study-guide library California, Florida, Louisiana, New York, Texas, Illinois, Massachusetts, Pennsylvania, New Jersey, Georgia, Ohio, North Carolina, Virginia, Washington, Alabama, Missouri, Indiana, and Iowa shipped with, re-tuned for the Utah State Bar.
Utah is the eighteenth concrete state instantiated from the shared UBE template — the same MBE bank, MEE outlines, MPT workspace, and study-guide library California, Florida, Louisiana, New York, Texas, Illinois, Massachusetts, Pennsylvania, New Jersey, Georgia, Ohio, North Carolina, Virginia, Washington, Alabama, Missouri, Indiana, and Iowa shipped with, re-tuned for the Utah State Bar under Chapter 14 Rules, Articles 7–8 — Rule 14-703(a) eligibility (JD from an ABA-accredited law school) and Rule 14-703(b) LLM path (foreign-trained lawyers with an ABA LLM qualify — distinct from Iowa which has NO LLM alternative under Iowa Court Rule 31.1), Rule 14-704 character & fitness investigation with Utah LAP (distinct from Iowa’s no-LAP Rule 31.9 framework), MPRE ≥ 86 (Utah’s 86 floor is the highest in this series — above WA/OH/MA/NY/CO/ TX/AZ at 85, above the 80 default IA/MO/NC/VA/IL/IN), the 270 HIGH-BRACKET passing score floor (same tier as GA, ABOVE the 266 default IA/MA/IL/PA/NJ/WA/OH/NC/VA/CO/MO, ABOVE IN at 264, ABOVE AL/WI/MN at 260), the 3-year UBE score-transfer window at the 270 floor, MCLE under Utah CLE (24 hours/2-year period, 3 hours ethics), and the doctrine the UT MEE graders are reading for (URBCA § 16-10a in Corporations, UPC Title 75 § 75-2-202 UPC elective-share in Wills/Trusts/Estates — distinct from Iowa’s non-UPC § 633.246, Title 30 equitable distribution in Family Law, § 57-3-103 race-notice / § 78B-2-208 7-year AP / § 57-1-23 non-judicial trustee’s sale in Real Property).
The single-state purchase matches California, Florida, Louisiana, New York, Texas, Illinois, Massachusetts, Pennsylvania, New Jersey, Georgia, Ohio, North Carolina, Virginia, Washington, Alabama, Missouri, Indiana, and Iowa at $499 one-time — a deliberate parity that keeps the per-state cost obvious while the UBE bundle rolls out one state at a time.

Utah module · FAQ
The seven questions Utah candidates ask us.
These are the questions candidates ask before purchase — how the module differs from a generic UBE prep, when the next administration is, the transfer rule, the $499scope, the 270 HIGH-BRACKET passing score floor (same tier as GA, ABOVE the 266 default IA/MA/IL/PA/NJ/WA/OH/NC/VA/CO/MO, ABOVE IN at 264, ABOVE AL/WI/MN at 260), the Rule 14-703 ABA-accredited-JD / LLM eligibility requirement, and the Rule 14-704 Character & Fitness investigation with Utah LAP.
How does the Utah module differ from a generic UBE prep?
UT overlay: 270 high-bracket passing score (same tier as GA), MPRE ≥ 86 (highest in this series — above WA/OH/MA/NY/CO/TX/AZ at 85, above the 80 default IA/MO/NC/VA/IL/IN), Rule 14-703(b) LLM path (Iowa has none under Iowa Court Rule 31.1), Utah LAP for C&F, UPC Title 75 (vs Iowa’s non-UPC Ch. 633), URBCA § 16-10a (vs Iowa Code Ch. 490), non-judicial trustee’s sale § 57-1-23 (vs Iowa’s judicial Ch. 654), 7-year AP § 78B-2-208 (vs Iowa’s 10-year § 614.17). The 270 floor means a UT candidate needs a higher combined MBE/MEE/MPT score than 266-default-floor states.
When is the next UT UBE administration?
Feb 2027: Tue 2027-02-23 / Wed 2027-02-24 (last Tuesday of February, NCBE-scheduled across all UBE jurisdictions). July 2027: Tue 2027-07-29 / Wed 2027-07-30. Utah State Bar posts application deadlines; file inside the priority window to avoid late fees.
Can I transfer a UBE score into Utah?
Yes — Utah accepts transferred UBE scores of 270 or higher (the HIGH-BRACKET floor, same as GA, ABOVE 266 default/IA/MA/IL/PA/NJ/WA/OH/NC/VA/CO/MO, ABOVE IN 264, ABOVE AL/WI/MN 260) earned within 3 years. Transfer candidate must satisfy Rule 14-703(a/b) JD/LLM eligibility, Rule 14-704 C&F, and MPRE ≥ 86 — there is no Utah waiver of the MPRE or the 270 floor.
What does the $499 access pass include?
MBE bank, MEE outlines with UT overlay (URBCA § 16-10a, UPC Title 75 § 75-2-202 UPC elective-share, Title 30 equitable distribution, § 57-3-103 race-notice, § 78B-2-208 7-year AP, § 57-1-23 non-judicial foreclosure), MPT workspace with UT libraries (Utah District Court civil pleadings under U.R.C.P. + district local rules, Utah Supreme Court / Court of Appeals briefs under URAP, Utah Probate Court filings under Title 75), full study-guide library, 90-day paced calendar (Mon 2026-11-23 start), AI-graded essay submissions. One purchase, no subscription, $499 access pass.
What is the UT passing UBE scaled score?
Utah uses 270 — the HIGH-BRACKET floor (same tier as Georgia at 270; ABOVE the 266 default shared by IA/MA/IL/PA/NJ/WA/OH/NC/VA/CO/MO; ABOVE IN at 264; ABOVE AL/WI/MN at 260). The 270 floor means a UT candidate needs a higher combined MBE/MEE/MPT score than 266-default-floor states. The Utah State Bar does not impose a separate state-specific essay component on top of the UBE scoring.
Does Utah require an ABA-accredited JD?
Yes — Rule 14-703(a). Additionally, Rule 14-703(b) provides an LLM path: a foreign-trained lawyer with an LLM from an ABA-accredited U.S. law school may qualify. Utah does NOT maintain a law-office-study / apprenticeship alternative (unlike MO Rule 8.04 / AL Rule II / CA Rule 4.15). The LLM path under Rule 14-703(b) is Utah’s distinguishing feature vs. Iowa (which has NO LLM alternative under Iowa Court Rule 31.1).
What is the Utah C&F framework?
Rule 14-704: 10-year disclosure model — civil and criminal matters, academic misconduct, pending matters for 10 years preceding application. Utah maintains a Lawyer Assistance Program (Utah LAP) as a voluntary disclosure resource — DISTINCT from Iowa (no LAP/voluntary path under Rule 31.9) and parallel to WA LAP / NJ LARP / GA GLCP / MA LCL / OH OLAP / NC NCLAP / VA LHL / CO COLAP. Early outreach on borderline matters is the safe path.
